The Movie Is A Story Of Two Gangsters. Movie Is Set In Bombay Of The 70s. The Movie Has Inspirations Of The Characters Of  Smuggler Haji Mastan And now InFamous Don Dawood Ibrahim. The Movie Is Main About Sultan Mirza (Ajay Devgn) Who Is Been Labored In Through His Child Hood Age.And Later On Becoming A Smuggler As He Grew Ups. He Is Completely Ruling The Sea Routes. He Never Smuggles Which Was Against His Conscience, And Beside It He Always Keep His City Clean..

While On The Other Hand Shoaib (Emraan Hashmi) Is Very Well Inspired By Sultan Mirza life As A Child And Wants To Be Big As Sultan's. Shoaib Was A Son Of Police Officer But He Has No Inclination Towards The Law. Later On As He Grow Up And Decide To Makes His Way To The Gang Of Sultan, And Proves Himself To Be On His Gang. And They Both Agree To Take Over The City.

Mean While Sultan Urgently Goes  To Delhi To Meet The Home Minister For Forming A Political Party. Sultan Gives His charge To Shoaib In His Absence. And In The Twilight Of Money Shoaib Is Doing All Kinds Of Illegal Work. Which Sultan Has Never Done In His Whole Life. Shoaib Kills Peoples For Money And Takes Their Money And Heavy Items. Sultan Directly Return Form Delhi To Mumbai And By Seeing All The Illegal Activites Of Shoaib He Slaps Him And Remove Hims From His Group. Now Shoaib Is Jealous Of Sultan. And Wanted To Kill Him And Take Revenge.On One Day Sultan Was Campaigning And Addressing the people, Shoaib Directly Shoots Sultan,And Sultan Collapses In Front Of  All People, And Thus Ending A saga Of A Smuggler.

Now Shoaib Has Established His Empire And Operates From All The Other Counties as a king of Mumbai, The Ending Of Movie Shows Shoaib Sitting On A Chair  Smiles And Smokes As He Is An Undefeated Power In Whole Underworld...
